Basically if you play at any time during a 24 hour time period, you will automatically be entered into the lottery. I'd imagine that the clock works on US time, as FlyOrDie is a US based company. But if you play regularly that shouldn't pose any problems. 

One in seven names will be granted points for a 24 hour period as a result of the lottery. I'd imagine that you get your points from the next time you log on after winning, but don't quote me on that ;)

Most lottery winners come in on Tanx as 7th person. And I didn't know before it was called the 'lottery'.. but now I know;). It's very rare to get a rank. I sometimes get one, and am not even subscribed. Even if you win the lottery, you still don't have all the subscribers abilities; 'Be Right Back' timer, as such.
