I logged in my username and password, the window starts to download data and loading the game, but afterwards, a screen will appear "Connection Refused: Server may be down or inaccessible. Please try again after a few minutes". Why could be the problem? I did already all the recommended procedures but still the problem sxist. Need help please. Thanks!

I have exactly the same problem in my job, at home I can play without problems, but in my job happens as described.
You are probably behind a firewall, which is configured in a way that prevents the game to connect to the game server. If that is the case, you have to do the following in order to play the game: configure your firewall to enable port 4989, or ask your system administrator to do that. OP
