I just played a game where i had a score difference of 9 points and only the black ball was left on the table. My opponent touched the ball but had a scratch. I got the foul points.
Although i had the chance to win, the game said i have lost.

Is this correct?
yes.

According to the rules of Snooker, if only black is on the table the game is over after a foul on the black unless that foul results in a tied score.

OK why doesn't the game allow you to name a colour.
That is in the rules. You must go for the colour your aiming at. If you miss it is a foul. In tight situtions just send it back to the bulk end if you hit a colour you don't foul.
