How can players stop a game by getting a draw when the game is still in play?

Draw
The game is drawn when there is no capture or promotion to king for 50 pairs of consecutive moves.
The game is drawn automatically if there is no winner after 300 moves (150 each).  
- The checkers rules have recently been updated from 40 pairs of consecutive moves to 50.

no thats not what i asked if I still have 7 minutes and an opponent had the same time with 4 checkers each or what ever number you like. how do they have the power to be able to press a button that forces a draw? no where near our full amount off moves and still lots off time on the clock

Seems to be becoming a common complaint. Say what you will, it doesn’t make sense.
