This is not a bug. Spectating games is limited to players who either have a subscription or have reached level one (one dot on the dice).

Your account was created only three days ago. New accounts don’t have a dice yet which equals level 0. 

The dice represents the so-called old‑timer score, a system designed to reflect a player’s long‑term commitment and conduct. it ranges from one to nine dots on the dice (level 1 to 9 ) and serves as a visible indicator of consistent engagement and good behaviour.

The old‑timer score is primarily based on total playtime; so to earn your first dot, and to level up, simply keep playing the games and stick to the rules.
