i myself use alittle of both. i use tactics in some cases but you really can not depend on them for everything because you have to just play to see where you are at in the game at the time. it is always good to have a plan to play though

best tactic is to win ;)  no but i try to make the game mine in the first ten moves(i think the first ten moves wins you or loses you the game).i always try to take the center board and unlike most people i try not to play the queen untill i realy need her.remember the strongest peices on the board are the pawns.

i use tactics,  use the (white openings):

queeens gambit
bird larson
dutch
english defence

(black openings):
grunfeld defence 
kings gambit
french attack

oops, i forgot the sicilian defense
