I had 56 points and opponent 51, with only the black to go. It was my shot and I scratched, leaving him 2 points ahead with 7 left, so how come the game ended at 58-56 with the black left instead of "whoever pots, wins"?

A Foul with only the black left on ends the game unless of course it leaves you level on points.
