I'm pretty sure you'll need to provide screenshots if you want some type of action taken, as I doubt they're able to investigate every claim of cheating. Go to

 to fill out a Moderator Contact Form and try to include an image that shows "ko.../ 玩" cheating (rejecting dead stones, marking live stones, etc). I don't think the time thing is actually considered cheating though, as it is entirely up to him how he spends his time, even if it is only to run it out. In the end though, this should work against him if this is the only method of "cheating" he is using. The rest of the methods you mentioned are reportable, I believe.
