The rules stipulate that stones in the first 4 stones thrown can't be touched. If one is disturbed, it is returned to its original position, and the other stone is removed from play. However, I have seen this happen several times in games, and the game doesn't enforce it. It lets both stones stay where they end up. Any ideas?

you're a little wrong, the stones must not be in the house and you can move them, just not take them out.
As long as the 1st 4 rocks remain in play until the 5th stone is thrown, there is no penalty.
you can remove your stones at any time the free guard zone only applys to the apponents stones out side the circles
