Today tournament in 9 ball start in 20:00 UTC or 22:00 local time. What time is UTC and local time. I from europe Serbia and Montenegro when start tournament in Europe.

i 'think' local time means 22:00 is your time UTC wil be 2 hours behind you
so tournament in my country starts in 22:00
yeah, im not 100% sure but i think the local time it says is YOUR time
