I have tried quite a few times to steal the temple offerings, yet have remained unsuccessful. Has anyone succeeded?

Yes. But its 1 in a million (not really. Sandy I think has a number, but its still very slim chances) It was put there for a little help for players who got off to a bad start and need $$$.
