It's annoying when your opponent sits out the 60 seconds without shooting. Once might be accidental or it could be something like a dead battery in a wireless mouse but after two run-outs, the end, or the game, should be awarded to the other player. If it's just a matter of not wanting play the rock, it can be thrown through the house without slowing down the game.
