Would someone please tell me why a player is able to "Offer Draw" and even though I don't accept (because I am clearly winning the game),the game automatically ends up stalemate??

According to chess rules, a player is also able to "claim" draw, if the conditions allow it. In this case, the game ends in a draw even without the other player's approval.
