50% of players I played refused to break. They delibrately hit soft and short. This is very frustrating. If you can implement a rule whereby if the  player to break misses the balls completely during break they lost the entire game. 
It's not against the rules for any setting of 8-ball, frowned upon but not against the rules.
50% i think thats a bit over the top(no offense)

id say about 0.5% that refuse with me
I mentioned in another post about my fiddly laptop mouse that I have to use which stops me from getting enough power sometimes on a break casuing me to not reach them or for the pack not to split.

I'd rather not be punished for my cruddy laptop :| 
people do it coz the balls dont break very well on this site
Start > Control Panel > Mouse > pointer options > big hammer.

One day I played with 6 players and 3 of them broke with a very soft touch of their cue stick. One gave excuse mouse problem so I shot the cue ball in a pocket to pass the break back and he repeated that soft touch. When I broke it, he played like a pro. A pro cheater.
Got a fantastic idea suddenly. Hear me out seriously. How about by default making the higher point player to break. And if he play it soft, make him break again. Three times foul in the row, he lost the game.

Think about this seriously. We need to find a way to beat these cheaters. Everyone refused to break for many obvious reasons.

sounds like a decent idea to me to help with the problem you've stated... however, i don't know all the rules of pool.  it seems to me though, that making the highest ranked player break first isn't really the way the game should be played.  if you were to play against the same player twice in a row, each person should break on one of the games.  but as fearn said,

... if this is true, then they have all the right to do it and lose your respect.  instead of leaving after the game cuz you didn't like the way they played, just play them again, and pass the break to them by doing what they just did to you.

well jason,its like making a higher ranked player start in chess ;) break means much,especially on +700 level
Agreed with SV Lippstadt 08 on the break issue. The guy who started this post didn't state a particular billiards game so if we talk about snooker, making the higher rating break first (as said by 
ibeatyou
, credit for thinking of a solution though :p) would be a major disadvantage to the lower ranked player as at a decent skill level it isn't hard to force a snooker behind the baulk colours ;)

As for pool games at the higher ratings as SV Lippstadt 08 said the break can be of major importance. A player who flukes a ball in the pocket in 9 ball can quite easily clear the rest of the balls and win :)

Unfortunately I think this is just a part of the game we have to deal with, just remember those who do it to you and don't play them again ;)
