On my computer if I go to

Tools-InternetOptions-Program tab

There's a button that says "manage add-ons". When I click this I get a list of various add-ons such as java plugins, various game site plugins, some which you can enable and disable.

If this is the same for you there may be some in the list that are disabled which you need.

I havn't a clue if this is a solution but it may be worth taking a look. (I have a newer IE 7 which may be different to earlier versions, so i apologise if the instructions don't apply to you)

click on start go to internet right click internet
click on internet properties
then click on advanced scroll dow the list till you see the jarva box and tick it that should fix your problem
