I'm pretty sure all the applications are read, and if moderators in that specific game are needed they consult with current mods to see who would be best suited.  

Just a thought though... You posted on another thread in this forum that you didn't know how to take a screenshot.  That answer is readily available in several forums and comes right up when you search for it.  This may also be a factor in why some people are not chosen.  I'm sure FoD wants moderators who are willing to prove that they are capable of fulfilling the duties.  They probably even keep record of how many times you have reported people.
