I was stealing on TA using the drop down menu and clicking fast enough that I didn't notice that I had been stolen from till several screens later.  Then naturally I became somewhat competitive and tried to steal back.  It wasn't until several clicks later that I started to think about what had happened and where I was.  I wasn't execting to be stolen from on TA that quickly (only my second trip) especially by someone who wrote the following:                            
Stealing on Thord Artin

Can i develop my steal and robbing skill by trying smth from players??

In help menu it explanes only u can develop your skill back room in casino.

When i go it says u dont enough experienced.
What can i do??

On your character stats page your stealing skill looks something like this: 45 (88%).  The first number is your stealing skill level, the second number is the percentage of progress you have made towards the next level.

Whenever you steal, the percentage goes up (sometimes less than 1%, so no change is visible).  When your percentage goes up to 100% or more, you can improve your stealing skill level in the casino.
