I would recommend

, they have the program SWiSHmax on trial that you can use to create animations with the Flash format.  It's a bit complicated at first, so I would spend some time at looking around the program and understanding how the animation is put together.  Example of this animation is at

If you are looking for very simple animation such as between a few frames, try for a simpler animated .gif.  I think PaintShop Pro will do this, and the Photoshop program by Adobe does this.  Check with your software documentation for figuring out how to create animated .gifs.
