Problem: "Inflated" ratings. Certain players achieve "Grandmaster" or "Master" rating solely by having matches with "Novice" and "Amateur" players. This problem makes the the rating system inaccurate and "devalues" the "ranks" for each rating range.

Suggestion: Prevent players with "Master" or "Grandmaster" ratings from challenging players with "Amateur" or "Novice" ratings. Players of "Master" or "Grandmaster" skill level would not need to play against "Amateur" or "Novice". Also, "Amateur" and "Novice" players generally do not have the skills required to play against "Master" and "Grandmaster".
The option of "low rating" players challenging "high rating" players should be left open as some "new" players may have the skill level of a "high rating" player.

This would help match the "ranks" to the appropriate skill level and "deflate" the ratings of players that do not have the skill level to keep their "rank".
Or simply setting the rating gain of Grandmaster/Master Vs. Novice/Amateur to zero. That would discourage any Grandmaster or Master from picking on newbies to get higher rating. The one-rating gain from defeating Novice/Amateur would be negligible for a Grandmaster/Master who wasn't playing solely to get the +1 rating.
The Grand Masters as you call them, do play the low rated player just to gain points and then they make fun of them for having low scores, if you put a rule in place that would encourage more play and less time waiting for a player to arrive in the game that fits your stats, therefore encouraging more players to subscribe to the game as-well it make good business sense to encourage more league games to get the stats of the players correct ...(for example player with low points having a league that sorts out the talent from the novice like myself but novice or not talent or not we all enjoy a good game and would appreciate not feeling we have been etiolated or that we are not in the game by the grand masters as you call them (I take nothing away from anyone's ability but isn't a league about making everyone feel good about themselves :) isn't that why you would have league 1, 2, 3 , 4 so that you can play with players that are fitting to your game play  
I completely agree with you that there would be some new player that come new into the game that have skills, but if there skill is so good it will not take them long to reach the position they deserve, the point that is being missed in this discussion is that some of the Grand Masters and Masters play the novice player to up there points which is totally unfair, 1. it does not give the novice player as chance to practice against players that are more on there level ...instead of the higher rated player going into the game potting everything in sight and leaving the novice player feeling deflated 2. its not a fair game and the Masters and Grand Masters know it ...but only care about how they look in the game and how fast they can gain the crown. So come on hey lets keep it fair and sportsman like give us the Novice a fair chance in the game to gain some skills, and not feel like we have just had a bomb put into the middle of the table with no chance of moving it .... there is a player that comes into the game (Straight Pool)  and I like his way of thinking he comes in as a guest and gives the novice a fair chance by not taking the points they have but helps them to gain some skill in the games by making suggestions on how they play the game (justashot) now that is what you call a good sport there should be more players like him .....or why not add an option to the subscription games where you can have lessons from the higher rated players, butterflyfree
Im a novice and defintely like being challenged by better players than myself in every kind of game some of the best games I have enjoyed is when I lost. Its not the points its the fun that one wants.
im a noob in go ive played like 3 times in my life on a real board.by playing a higher ranked player i can see my mistakes so i know to correct them next game.if you have low points and you accept a game from someone with a very high rating you know they can play and they have skills you accepted the game.you have the option of declining a game.if you lose a game its your fault for not playing good enough not the opponents fault for having more knowledge of the game or being a better player. 
@Robert david: tell that to the players that accumulated 500 rating by only playing players that are low rating (0-30).

@whiteghost13: it's one thing to understand your mistakes, it's another thing to play blindly without even knowing the basic game rules. Not everyone playing understands the meaning of the rating ##. You obviously didn't read the beginning of the post clearly. A player having high rating does not imply that the player is a "good" player or a skilled player.

Bottom line is: the problem is not high rating players playing against low rating players, it's how the high rating players achieve their rating.

-if a player's rating can't indicate their skill level to some extent correctly, then what good is it to have a rating system?
-How are players supposed to know the "strength" of a another player if the rating system is so flawed? (a player with "Grandmaster" rating having the skill level of a "Novice")
-Why are players that have been reported to abuse the "flaw" in how the system (forces a player to place a stone after the opponent reject's the marked stones) not banned?
Does that mean that their behavior is acceptable? Or does it mean that it isn't their fault that said "flaw" has not been corrected?
-A good way to discourage players from "farming" on newbies:
Set a maximum rating difference; if the rating difference between opposing players fall outside that difference, the ratings of both players will be swapped if player with lower rating wins the match.
Eg:
-Set Max Rating Difference to: 100
-Bob has 300 rating
-Joe has 50 rating
-Rating Difference = 250
-Bob wins: Joe loses rating and Bob gains rating.
-Joe wins: Bob is reduced to 50 rating and Joe is raised to 300 rating.
--Reasoning: Bob, with 300 rating, SHOULD have advantage over Joe, who has 50 rating. If Joe wins, then it should be a clear indication that Joe is "stronger" than Bob. This encourages players to play against opponents that are closer to their rating. With the odds stacked against Joe, the reward for winning is fair.

The "rating difference value" is open to change...
