Stop ability to give up points
There are a lot of ways to cheat,
giving up points is simplest to use and hardest to stop.

Giving up points consists of resigning on first move.

One cannot set a move limit since then players would just randomly move that much before resigning.

A better solution is to have a game require a minimum amount of time elapsed before it can be considered as "ranking" game.

At least, the current system limits the amount of points lost in a series of games with same opponent ...

One reason some players give up points is because if their rating gets too high, most people won't play them.
If you lose to win wouldn't you end up where you started?  
In all honesty making a minimum time would probably result in the same behavior (waiting x minutes before resigning the game). Even if you were to somehow find a way that insured that the other player had to actually play out a whole game, they could always play poorly intentionally. The only real option if you don't want to play against players who do this, or who are sandbagging, is to take note of who they are when they do it and no longer play that user. But like tonystark said, "points dont really matter as they have no definite meaning." 

In answer to Barbro: People sometimes give up their points because they wish to appear to be weaker than they actually are, usually to convince weaker players to give them games; or for deceptive purposes for whatever reason.

an opponent giving up on the first move is cheating? points dont really matter as they have no definite meaning. a prime example would be o-ellinos.
