Is it possible to do anything about players who try to force you to forfeit game by waiting till timeout warning before playing each shot?

if you don't care about points just leave the game and maybe give a warning to the lobby about it ;)
Well it works for me, it's surprising actually how many people take note of it and don't accept the request of the person.
